EPA Proposes to End DEF Deratements on MY2027 Heavy-Duty Diesel Engines: What Fleet Buyers Need to Know

The EPA has formally proposed rulemaking that would eliminate mandatory engine-power and vehicle-speed deratements triggered by diesel exhaust fluid (DEF) system faults on model year 2027 and later heavy-duty highway engines. Under the proposal, a DEF fault would trigger audible and visual driver warnings only, not a forced power reduction or speed limiter. The agency is also proposing to remove the extended warranty mileage requirement that currently accompanies SCR systems, a change estimated to reduce per-vehicle costs by up to $6,000.

For fleets, repair shops, and equipment operators, the practical implications are worth tracking carefully before the rule is finalized.

What Changes If the Rule Is Finalized

Today, a DEF-related fault on a compliant heavy-duty engine can trigger a derate that forces a vehicle to limp or slow to a crawl, creating immediate downtime and pressure to service the SCR system under any conditions. The proposed rule removes that enforcement mechanism from the engine control architecture on MY2027 and later units. Drivers would still receive warnings, but the vehicle would retain full power while the fault is addressed through normal maintenance channels.

This does not change the legal requirement to operate with a functioning DEF and SCR system. Fleets and operators will still be required to maintain proper DEF quality and fill levels. Roadside enforcement, EPA audits, and state-level inspections remain in place. The change is specifically to the automatic hardware-level derate trigger, not to the underlying emissions compliance obligation.

What It Does Not Change About DEF Procurement

Removing the derate mechanism does not reduce DEF consumption rates. SCR systems on MY2027 engines will still consume DEF at roughly 2-3% of diesel fuel volume, and the ISO 22241 purity standard (32.5% urea concentration, conductivity and density within specification) still governs what qualifies as compliant fluid. A bad batch, contaminated tote, or diluted drum still creates an emissions violation and potential engine damage, regardless of whether the derate fires.

For shops and fleets stocking DEF in bulk, the procurement calculus does not change: quality certification, consistent supply, and proper storage (sealed containers, temperatures between 12 and 86 degrees F, away from direct sunlight) remain the baseline for avoiding compliance exposure.

The Demand Picture

Some fleet managers may assume that without deratements acting as an immediate forcing function, DEF consumption habits could loosen on newer equipment. That assumption carries risk. Emissions audits and odometer-based compliance checks still apply, and a pattern of operating with degraded DEF quality remains an enforcement liability. Shops that supply or service diesel fleets should not expect demand for quality-certified DEF to contract as a result of this proposal.

Fleets spec'ing new equipment for 2027 delivery should monitor the docket for any revisions before the rule is finalized.
